Statement of Purpose and Areas of Work The Central American Resource Center (CARECEN) is a community-based organization which advocates and organizes with the Central American/Latino community in the Washington DC Metropolitan Area in support of their Human and Civil rights, in the areas of legal status, housing rights, equal representation, and civic participation. It was established in 1981 to secure the rights of those Salvadorans and other Central Americans who fled from civil wars and sought refuge in the United States. Now, CARECEN promotes the comprehensive development of all of Washington's metro-area Latino community by responding to its changing needs as it establishes roots in this country. CARECEN’s goals are three fold: 1) to meet the legal and social service needs of Latinos in the Washington metropolitan area; 2) to facilitate Latino’s transition to life in the United States; and 3) to provide Latinos with the resources and leadership skills necessary to promote community strengthening and development. In achieving these goals CARECEN works in close collaboration with other local community-based organizations. CARECEN operates four programs: Housing and Community Action, Community Support Services, Citizenship and Civic Participation, and Legal Services. Under these programs, CARECEN works with over 10,000 individuals a year on a variety of issues including helping DC residents to complete immigration applications, apply for citizenship, create tenant associations, complete employment applications and apply for health insurance under the DC Healthcare Alliance. In addition, CARECEN disseminates much needed information on topics such as housing, employment, financial counseling, job opportunities, immigration laws, and employee rights. Further, CARECEN often mobilizes its membership, the tenants associations, clients, and the community to advocate on their own behalf over large issues which affect the whole community.
